FBI Crime Index Offenses
The University of California's FBI Part I Crime Offenses in total, decreased by 3% for 2016. Violent crime decreased by 3%. Property crime decreased by 3%. Property crime offenses represented 95% of the 4,722 offenses using the FBI reporting criteria contained in the Uniform Crime Reporting (UCR) Program to determine the University of California's 2016 reportable crimes.
Valid assessments are possible only with careful study and analysis of the range of unique conditions affecting each local law enforcement jurisdiction. The reader is, therefore, cautioned against comparing statistical data of individual reporting units from cities, metropolitan areas or universities solely on the basis of their population coverage or student enrollment.
Violent Crime
Summary
There were 251 reports of violent crimes in 2016, compared to 259 in 2015.
- One homicide – one more than reported in 2015
- 87 rapes – 4 less than reported in 2015, a 4% decrease
- 8 attempted rapes – 6 less than 2015, a 43% decrease
- 39 robberies – 6 less than in 2015, a 13% decrease
- 116 aggravated assaults – 7 more than 2015, a 6% increase
Property Crime
Summary
There were 4,471 property crimes reported in 2016, a decrease of 3% compared to 2015.
- Burglary - increased 14% from 391 to 444
- Larceny/theft - decreased 5% from 4,066 to 3,851
- Motor vehicle theft – increased 23% from 125 to 154
- Arson - increased 38% from 16 to 22
Other Offenses
Summary
The University of California Police Department is reporting other offenses based upon defined criteria derived from the FBI Part II definitions. Based on the different criteria for identifying and collecting the data, some of the headings for “Other Offenses” in the versions of the Annual Report prior to 2006 do not lend themselves to comparison with data collected in this edition of the Annual Report.
Simple Assaults
The number of Systemwide reported instances of Simple Assault cases was 632 in 2016 while the University reported 535 cases in 2015, a 18% increase.
Forgery & Counterfeiting
The number of Systemwide reported instances of Forgery & Counterfeiting cases was 105 in 2016 while the University reported 89 cases in 2015, a 18% increase.
Fraud
The number of 2016 Systemwide reported cases for Fraud was 327. In 2015, the University reported 286 cases.
Embezzlement
The number of reported embezzlement cases in 2016 was 32. In 2015, there were 13 reports.
Stolen Property, Receiving, Possessing
The number of reported offenses related for buying, receiving and/or possessing stolen property in 2016 was 72. In 2015, this category had 79 cases.
Vandalism
In 2016, the number of vandalism cases was 888 compared to 925 in 2015.
Weapons Offenses
Weapons Offenses – Firearms: In 2016, the number of reported firearms offenses was 17 compared to six in 2015.
Weapons Offenses – All Others: In 2015, the number of weapons offenses – all other, was 79 compared to 80 in 2016. Overall, Weapons offenses increased 14% from 85 in 2015 to 97 in 2016.
Sex Offenses
The number of reported Sex Offenses in 2016 was 131 compared to 90 in 2015, a 46% increase.
Drug Abuse Violations
In 2016, there were 487 drug abuse violations. In 2015, there were 386 violations reported. This represents an increase of 26%.
Gambling
In 2016 as well as 2015, there were no gambling offenses reported.
DUI (Alcohol & Drugs)
In 2016, there were 252 reported DUI cases compared to 274 in 2014. This represents a 8% decrease.
Liquor Laws
The number of liquor law violations reported in 2016 was 369. In 2015, there were 517 offenses reported. This represents a 29% decrease in reported offenses.
Drunkenness
The number of drunkenness offenses in 2016 was 566. In 2015, the University reported 715 drunkenness cases. This represents a 21% decrease.
Disorderly Conduct
In 2016, there were 244 disorderly conduct cases. In 2015, the University reported 291 incidents. This data includes other offenses surrounding breaches of the peace.
All Other UCR
Overall, in 2016 there were 1,309 All Other UCR 26 Offenses reported, a 46% decline from the 2,431 incidents reported in 2015. Further, the following five categories were identified in order to highlight offenses reported within All Other Offenses.
All Other Offenses - Bomb Actual: The number of reported actual bomb offenses increased from zero to one from 2015 to 2016.
All Other Offenses - Bomb Threat: The number of reported bomb threats remained the same as two reported incidents occurred in both 2015 and 2016.
All Other Offenses - Trespass Demo: Incidents of trespassing related to campus demonstrations and protests decreased from 39 in 2015 to 18 reported in 2016.
All Other Offenses - Trespass Other: Other types of trespassing showed a 35% increase from 124 in 2015 to 168 in 2016.
Clearance Rates
The clearance rate for FBI Part I Offenses in 2016 was 10%.
- 37% of reported violent crimes were cleared in 2016.
- 8% of property offenses were cleared in 2016.
The clearance rate for Part II Offenses was 55% in 2016.
Arrests
University of California Police Officers arrested 4,355 persons in 2016. Of those arrested, 3,555 were not affiliated with the University. Of those total persons arrested in 2016, 90 persons were arrested for Part I violent offenses, 338 for Part I property crimes, 3,099 for Part II offenses and 816 persons were arrested for warrants or non-Part I/II crimes.
Stolen and Recovered Property
Property reported stolen to the University of California Police in 2016 totaled $4,695,955. Total property recovered was valued at $936,969 for a 20% recovery rate.
