Program Highlights
Paul Henisey is the Chief of Police at the University of California, Irvine Police Department and is joined by Assistant Chief Jeff Hutchison, Lieutenant Joe Reiss, Administrative Director Marla Purcell and Emergency Services Manager Anne Widney. Our team is committed to providing the highest quality in public safety and policing services and ensuring a safe and secure learning environment for the entire UC Irvine community.
Field Operations Division
The primary responsibility of the UC Irvine Police Department is to provide police services at the main campus. In addition, uniform officers respond to the UC Irvine Medical Center for reports of major crimes on a 24/7 basis. The primary function of the Patrol Division personnel is to provide a uniformed response to calls for service, enforce traffic laws, investigate criminal activity, provide safety presentations to the campus community, assist other divisions as needed, and to act as a visible deterrent to crime. Officers patrol the campus using marked and unmarked patrol vehicles, off-road equipped motorcycles, bicycles and on foot.
Investigations Division
The Investigations Division is compromised of a Detective Sergeant and three Detectives. The investigators conduct criminal investigations of all crimes occurring on the UC Irvine Campus and at the UCI Medical Center located in the City of Orange. Two Detectives are dedicated to the UCI campus and one Detective is assigned to the UCI Medical Center. Detectives at the campus and medical center are responsible for following up on criminal incidents, solving crimes, and conducting proactive investigations. Additionally, the Medical Center Detective interacts with the UCIMC Administration, and is the liaison between the Police Department and the UCIMC Security Department. Detectives also augment the Patrol Division with uniform patrol assistance during large campus demonstrations or other events.
The UCI Police Department has a fourth Detective assigned to the Orange County Auto Theft Task Force (OCATT). The task force is a multi-agency task force which investigates auto theft, fraudulent licensing and registration, theft of vehicle parts, chop shops, and warrant service. The UCI OCATT Detective may serve up to five years and provides training to UCI Police Officers in auto theft investigation skills and techniques. The task force also provides manpower resources to participating agencies including search warrants and complex criminal investigations.
Administrative Division
The Administrative Division is dedicated to providing support to the entire Police Department team. The Administrative Director oversees the Division which includes the Administrative and Communications Units. The Administrative Unit includes the CSO Coordinator, Records Analyst, two Administrative Specialists, student staff and interns. The primary functions of the Unit includes handling payroll and personnel matters, accounting and financial needs, responding to the concerns of the public, maintenance of department records, property and evidence processing, fingerprinting services, and maintaining lost and found property. In addition, the Unit assists with the recruiting and hiring processes of Police Officers, Administrative Staff, Dispatchers, Community Service Officers, and Interns. The Unit also manages budget and purchasing matters.
Communications Unit
The Communications Unit operates 24 hours a day, 7 days a week and consists of one Dispatch Supervisor, six full-time Dispatchers and three part-time Dispatchers. Dispatchers are responsible for answering business lines, emergency and non-emergency calls, as well as calls for service for the UCI Medical Center and dispatching operations for the Medical Center’s Security Department. They are also responsible for monitoring campus security alarms, surveillance security cameras, blue light emergency phones and elevator phones. Any items reported lost, stolen, found or located are entered by Dispatch into the California Law Enforcement System (CLETS). In 2013, Dispatch processed 18,228 campus incidents and 15,396 Medical Center incidents. They answered 26,218 campus calls, 20,952 Medical Center calls and 7,163 9-1-1 calls. All calls for service are dispatched utilizing the 800 MHz radio systems.
Emergency Management Unit
The mission of the Emergency Services Unit is to continuously improve the resilience and readiness of the campus community and the ability to respond to and recover from natural and human-caused emergencies within the framework of the phases of emergency management – mitigation, preparedness, response and recovery. The Emergency Services Unit is responsible for readiness and training of the Chancellor’s Executive Policy Group and staff selection, plan development and training for the Emergency Operations Center and all of the Department Operations Centers on campus. Significant energy is given to ongoing preparedness efforts with distribution of emergency procedure flipcharts, presentations upon request, and training for Zone Crew staff members who facilitate evacuations to pre-designated assembly areas when necessary. The Campus Search and Rescue program, modeled after the national Citizen Emergency Response Team model, has trained over 200 staff members on advanced emergency preparedness and response actions. Through use of the award winning UC Ready on-line tool, schools and departments improve their resilience and business recovery capabilities.
In recognition of the strong collaborative work with our campus partners, UCI was recognized with the 2012 Award of Excellence in Emergency Management from UCOP Risk Services and the 2012 Award of Excellence in Disaster Preparedness from the Orange County Chapter of the American Red Cross. Under the general direction of the Assistant Police Chief, the Emergency Services Unit is staffed by the Emergency Services Manager and Business Continuity Planner. Community Service Officer Program
The CSO Program is dedicated to being the "eyes and ears" of the UCI Police Department. The program consists of approximately 30 student employees who provide the campus community with safety escorts, security patrols, building checks, unlocks, fire watches and many other safety related services.
UC Irvine Health System – Security & Parking Department Program
The UC Irvine Health Security and Parking Department is supported by the Director of Security and Parking, Scott Martin. The Security Department’s operations are overseen by the Security Operations Manager Charles Chase, and supported by three Sergeants, three Corporals, and twenty-one Security Officers totaling 29 FTE. The Parking and Transportation Services (PTS) Program has oversight provided by the PTS Operations Manager, Nelly Cruz with a support staff consisting of a Parking Operations Supervisor, Parking Office staff, Parking Enforcement Officers, an Employee Transportation Coordinator, and Information Kiosk staff totaling 8.5 FTE. Additionally this division oversees operations for an Employee Transportation Program, Valet Program, Patient Shuttles, and Medical Center to Academic Campus Shuttle.
Field Operations
The primary responsibility of the Security Department is to provide security services at the medical center in Orange and at the Family Health Clinic in Santa Ana. These services are available 24/7 on the medical center campus. Security Officers respond to calls and create reports for review by the assigned UCIPD Detective. The primary responsibility of the Parking and Transportation Services (PTS) Department is to manage the Parking Program, including the issuance of permits to Faculty and Staff and Enforcement. Additionally, the PTS Department oversees an Employee and Patient Shuttle Program. The PTS Department has an Employee Transportation Coordinator who oversees annual compliance with AQMD requirements and manages a Rideshare Program. The Parking Operations Supervisor supports special events in coordination with the Marketing Department and School of Medicine.
Photo Identification and Access Control Division
The primary responsibility of the Badging and Access Control Division is to provide photo identification badges, as required by regulatory code and the Business and Professions Code, and develop and assign access permissions using the badges. This division oversees the development and installation of security hardware to include closed circuit television cameras (CCTV), duress alarms, and access control systems. Additionally, the installation and maintenance of emergency notification phones are assigned to this division.
